I have the same issue. Gracie won't go in her ex-pen, but Holly will. With Gracie, I finally decided "if you can't beat em, join em" and put a pad where she likes to pooh. She pretty much only goes there. She does like to spin and will miss the pad quite often, but at least she is in the general vicinity. Holly will go poop ANYWHERE. I put her pooh on the pad and show her, and the next few times she will pooh on the pad. Then, it is like she was never introduced to the concept and she will go wherever again! I am so close to trying to transition them to go outside.
