well, hi neighbor! Mister and I live in Fairbanks, and I've had similar issues since breakup with him using the yard as opposed to going for walks. The one thing that helped was teaching mister to potty on command, praising him when i see him doing his business. Now, I'll open the door to the yard and tell him to "go potty" and leave him outside for a while. I also check for wetness(eww i know, but it helps keep him clean too!) to make sure he's at least peed outside before letting him back in the house. Good luck.
