I wonder if you could file a small claims complaint, or go against his homeowners insurance..this may sound strange, but in effect you have a "property damage" claim against the neighbor. All homeowners with insurance have Legal Liability coverage on their policy. Even if he is a renter-there is coverage there on the owners policy for the actions of the renter.
Oh course, he may retaliate..that is the problem with neighbors.. you are kind of stuck with them unless they are you move..
