I think it's ok for her to be around other people, as long as the people she meets will listen to you

Since she's only doing this when she sees strangers, then I encourage you to let her meet other people. I would just make your rules very clear to people that she meets. If they can't comply, then you shouldn't have them over. It is, after all, your dog & people should respect your wishes because ultimately you're the one who has to deal with this & you want to curb this behavior of hers. So yes, I think she should definitely be interacting with other people (I didn't know that she didn't do the submissive peeing with you ... I thought she did it with you as well). Just be very clear & tell them that they can't talk to her or play with her etc until she calms down. Like others have said on here, get her to sit. Getting her to sit usually helps a lot & it usually calms them down.
