I understand where you are coming from, however I wonder if maybe some people dont have the money right then and are trying to get help for their baby the only way they can at the moment. Most vets (around here anyway) do not accept payment plans, you have to pay the entire bill before treatment and if you dont have it you dont have it.... not saying thats the case everytime but it could be a possibility
