Oh, how horrible!! As much as you dislike that Shepard right now, it's not his fault. He was trained to kill, so he was doing what he was trained to do. Your brother needs to be reported!!! If that dog can jump a 8' fence, he is a danger to anyone who lives around there. He could hurt your daughter or any other child in the neighborhood. Please report him before another tragedy happens.
