If the dog is in overall good health, I wouldn't consider her teeth needing to be cleaned a "health problem". Some dogs, like people, just have more tartar build-up than others. If it were me, I would get her teeth cleaned now to avoid problems down the road. Also, I am quite sure that most breeders don't have dental cleaning in their health guarantees.
