What I am doing (& it has worked very well thus far) is putting a harness on Bear with a very short leash attatched to it. This way I can see where he is at all times & I can tell when he has to go to the bathroom. I do not let him have free reign of my house. I just don't trust him at all, lol (he is only two months). You might have to crate him at night though. Have you thought of getting a play yard for him or getting an xpen? This way you can put him in there when you can't watch him, & he can have a puppy pad in there along with food, water, & some toys & a nice bed This is what I am doing for Bear (I keep him in the play yard when I can't watch him & also during nighttime) & so far it has worked very well. When he's in his play yard he always goes on the pad. We are trying to train him to go potty outside, but right now he is too young to hold it for very long, so keeping a puppy pad in the play yard works very well for us.
