I never understand why this happens either! Sometimes I watch that animal cops show on the Animal Planet, & they sometimes let people keep some of the pets even though they were in horrible conditions! I just DON'T get it. All of those poor animals should have been taken away. It's obvious that they can't care for them properly, so why let them have animals?
