If you reinstall just the OS, all your programs and files are still there. I think she wants all of that wiped out and a format is the only way i would recommend so that all of her information cannot be retrieved.
Just deleting files does not get "rid" of data either. There are computer hacks out there that can get information off of disks even though you think it has been deleted.
