My middle baby absolutely HATED going outside for walks
I would walk my older girl and carry him in a sling, occasionally putting him down a minute at a time to feel the road or grass under his feet. One day he decided to just walk and is fine for the most part unless something frightens him. Just give him time and let him go at his own pace - I wouldn't 'drag' him as that will just frighten him more.
