Default he won't take walks with me. :(

one of my main reasons for getting a puppy was that i wanted to start walking outside in my neighborhood for exercise but i feel silly doing it alone, lol.

anyway, oliver is just over five months old now. i've tried taking him on a leash (and a harness, of course) tons of times, sometimes multiple times in one day. but as soon as his leash is on, he goes stiff and presses his front paws against the ground so i can't move him without dragging him. everyone i know is like "all dogs do that, just pull him for a little and he'll get the idea" but after so many times, shouldn't he be getting it? why would he rather be dragged than just walk on the leash?

i've tried everything i can think of. his harness is not too tight, i've left it on through the day for him to get used to thinking maybe he just didn't like that part, but it seems to be the leash. i've left his leash on all day too trying to get him used to it, and he's fine with it until i pick it up. keep in mind this is all with supervision, he's not running around by himself able to strangle himself.

another problem, aside from the leash, seems to just be the road. when i take him out, he'll struggle against the leash until he's in the grass, where he'll promptly lie down and refuse to get up. the road isn't hot, and he's been outside tons of times so he should be used to the texture.

what is wrong with him? has anyone else had a dog so reluctant to take a walk?
