He is from the same parents so there is a very good chance he could have the same problems as the other dog.
I would be worried. A dog that has such bad hips at one year old? That is pretty bad.
You need to give it some serious thought...decide if you can handle it if he does have these problems later.
If it were me, I would keep looking.
