Oh yes they sure can..We have within the house a set of stairs, all enclosed on the back (so she cannot fall through)...Schatzie runs up like a speed of lightening, down too. It took her months to master going down but once she figured it out, she had too much fun.
Now our outside deck is extreamly high, appx 12 feet or so. Those stairs do not have the back enclosed and I DO NOT let Schatzie go up and down with fear of her falling through and landing on the concrete below. I have heard of little dogs doing this and Im just not wanting to take chances, so she is carried up and down when we head outside.
