I trained a puppy in the winter and it was not easy.
But I am up in Canada and it can get cold.
My puppy would just cry and shiver at my feet and would forget about going pee until she was warm inside.
I paper trained till it got warmer but do find once they are trained when it is cold they go much quicker and do not seem to sniff or want to play as long.
