I think a microchip would be a great way to prevent this. A few of the breeders I know have the pups microchiped before they leave for their new homes and even have bought scanners for themselves so the can read the chips (It can be pricey, a few hundred dollars). Then if the pups are chipped the breeders than can ask the vet to do a scan on the sick pup to make sure it is one from the breeders litters or scan the pup themselves if possible.
