Every three weeks for the next three 3 months is WAY.. WAY too much. If your puppy has indeed has 3 three rounds, the most you would need is one more round, depending on when they were started and when the last set was. That is how we'll be able to tell for sure. Do you have that information?

Also, good for you for questioning this vet! Too many dogs are WAY over vaccinated these days, it's just not healthy for them. I would find a new vet, if I were you.
