I had a female lose her water and not start contracting for about 2 to 2 1/2 hours later. We went to the vet at about 2 hours, and they were able to work the puppy down. Looking back, I think that was too long to wait. We lost the puppy the next day.

You might try moving the mom around a little. Just a little walk around the room may jog things into place so she can start contracting. Do you have Nutri-Cal for her or whelping pudding?
