Pet shops usually purchase their puppies from USDA breeders. You may be able to find out if she's licensed by searching here. I'm sure if the info is available publicly or not. Being certified as an USDA breeder means while they do have strict regulations for their kennels...it is not a home enviroment and they have legally own as many as 250 breeding dogs.
