The shipping may have terrified her. I would have your husband lay on his tummy on the floor far enough from her that she doesn't feel threatened with his arm held out with a treat. Speaking softly encouraging her to come and get it. If she doesn't, then I would lay the treat down and move away. If she does come, don't pick her up. Try to just scratch her head or chin. She needs to learn to trust the hand coming at her. She may have only been handled too for shots, wormings etc, which means that the hand coming at her meant a shot etc. If you just scratch her head, she still has the security of being able to run away, but she learns to trust that the hand also brings joy.
There is a pecking order in a litter, and it seems like the last one in the pecking order is a little shyer, a little quieter. Although her actions seem a little extreme... as I said before, she was probably only handled for shots. They tend to not take stress as easily as the others in the litter. Try to work with her at her level by laying down then moving to sitting on the floor. It may take a couple of weeks for her to gain your trust. Let her come to you. She will probably always be a little quieter than your others. You will need to watch your other dogs, they will sense that she is quieter and tend to continue the pecking order and pick on her.
