Question Question about using collars for walks

Hi guys, I've been using a harness to walk my dog ever since we got him. Now 5 months later I want to switch to his collar because I find it that when I use the harness he doesn't walk nicely and doesn't listen to me. Everything is good until he sees another dog. And then he started pulling and chocking, and making weird noises with his throat. I got scared because of the whole tracheal collapsing issue, so I quickly switched to his harness. But the moment I did that, he starting tugging on the leash and not paying attention.
So my question is about the different types of collars. Is there a collar type that will minimize the chocking, but still give me the ability to control my dog?

Thanks, I'm starting to get desperate here.
