You are correct...partially. There are not (m)any REPUTABLE people who will place a pup at that young an age. (Nor will you find many who purposely breed for 3 pound dogs.) Unfortunately, there are people who will.
And I can tell you, the number of people who will in the state of Alabama is astonishing. Unfortunately, our state has not implicated the minimum age release law as many of the others have.
