I know your little has pretty sevre MVD - so I don not think that feeding Cesare is a very good idea
Can you try some other things, mashed potato or mashed sweet potato, or a little cottage cheese or a little bit of a scrambled egg.
When mine were on kibble and they would act like brats and not eat it, I would take some and put it in a plastic baggie and smash it all up into tiny pieces and almost dust and then mix in other stuff so they were forced to eat it.
Maybe try smashing the kibble and adding a tiny bit of cottage cheese or a little egg and some sweet potato, I bet he would like that
