My guess would be that it depends on the dog but I would definitely play it as safe as possible!
That said, when Diggs was about 5 months I took him to meet another yorkie at a friends house. They were running around and chasing one another in the backyard. The older yorkie "Max" did a sprint towards the pool and made a sharp turn to avoid it- Diggs wasn't so lucky and SPLASH fell right in!! I almost had a heart attack and jumped in after him (in Louisiana in December!) but then he swam up to the surface and paddled all the way across the water to my brother who was on the other side of the pool. I had not yet taken him to water and he just knew what to do (thank god!).
