I think if you persist, he will get used to the belly bands. My Bichon boy used to wear belly bands all the time. I kept his underside powdered with Gold Bond Medicated Powder and changed his belly band insert when it got wet. I could usually tell by the way he was walking if the belly band insert was wet. He wore it all night and I was very careful about his tummy area. He never had a problem and finally reached a point where he didn't have to wear belly bands any more. I am a big believer in belly bands. They preserve your home and your sanity.
