Where i live in canada (i found 5 featherless baby pigeons) the animal control, wildlife recovery center, and the SPCA said that they would not take them because they are considered "pests". they also refused to tell me what to feed them to keep them alive so i made some very thin baby pablum and fed them that through an eye-dropper. so if you find that it won't eat seed then try the pablum although it looks old enough to eat normally.
