This is a good point. Not everyone looking for a "tiny" dog really wants a tiny dog. The term is relative. As you say, the average person can't estimate weight very well. So someone may SAY they want a very tiny dog....but really mean they want a 5-6 lb. dog. As usual, boils down to lots of conversation.
