Usually it won't be easy to train a dog that is trained to go potty on a pad to start going outside, and vice versa. It can be done though. For Rocky we take him outside. I prefer to take them outside, but Bella is really small and since she has no hair, I don't want to take her out during the winter because it's too cold for her, so she goes on the pads. I wouldn't use newspaper either because I imagine it would soak through. I think it really depends on the dog as to what is better, outside or the pads. Another thing, Bella has A LOT more accidents. If we don't change the pad right away, she will find somewhere else to pee. Also, if we move the pad she still pees in that exact same spot, but on my carpet
