I think it's a good thing that Chloe came to you for a treat. When you didn't give it to her, maybe it clicked in her mind that doing her business in the house is a bad thing.
Esme is pad trained and I gave her a treat EVERY time she pottied on her pad. Well, one time, she pottied off the pad and still came to me for a treat. I ignored her, cleaned it up and I think she got the message that she was not going to receive a reward unless she made it on the pad.
Now, when she has an accident, she stays far away from me.
