Yorkies can get to be upwards of 20 pounds. There has always been both flop and prick eared Yorkies. The growth chart says to double the weight at 12 weeks for a good estimate of the adult weight. If the breeder held the puppy for 12 weeks, she should have been able to give a fairly accurate adult size, but some dogs defy the growth chart. The vet may not be very knowledgeable about Yorkies and how much they can vary. How old and how big was the pup when your Mom got him? You could ask the breeder about this but don't assume the worst. This could be a dog that just outgrew her estimate.
