Try putting him back into his crate after coming back inside. Wait for him to potty again, and then praise him. Also, he has too much room to roam in your house. Try fencing off a smaller space for him. Otherwise he will always associate those other rooms with a place to potty.

He is very young. You need to limit his options, be consistent, and be patient. After he has pottyed inside on his pad, if you want him to run a little, put a belly band on him and let him have some time outside the pen. Then back in the pen. Too much freedom just complicates the training process.
