I think the only way you would get the option to keep the tail would be to find a good breeder that is getting ready to have a litter and talk to them about the possibility. The only problem with that would be unless you are really good friends with the breeder, most breeders would be hesitant unless there was some guarantee you wouldn't back out of buying the puppy.
