I made my little Kingston a mortar board for his graduation from his education class. They didn't have one small enough for him so I made it. I used the foam that comes in sheets. You can get it at the craft section of Walmart. I made the tassle out of skinny ribbon and I got some skinny black elastic for keep it on his head. He looked so cute, I will attach a couple of picks. It probably cost me $5.00 - $7.00. I did go ahead and make 4 (that is how much black foam i had) and I gave them to the teacher so that she could use them for her other small dogs in other classes.
