Not trying to make a big deal but I live in NJ and I know the shelters do not get anywhere near this amount for an adoption and yes their adoptions too include spay/neuter, shots etc. Heck the rescue I help only charged $400 for Lilly and she as a 13 week old puppy, vetted, spayed and had her shots. I'm just not understanding a $200 adoption fee from a "Kill Shelter." Will they be willing to hand over the Yorkies to a rescue or will they still want the $200 adopt fee?

I hear ya but that's the way it is at this shelter and to answer your question, I don't know. I will call and ask but only if there is a plan in place- I don't want to even suggest this to the shelter if it's not going to happen.
