because in many cases, people were evacuated through public buses and were not allowed to take animals with them, and this was there only source of transportation. many people decided to stay and weather the storm because they refused to leave their babies alone. The ones who left had to leave their pets behind, hoping they would find them later on -- or that they would find someone to take care of them.
in my honest opinion -- that has got to be a tough call to make, and the people who choose to stay and weather that storm with their babies are angels.
