Best time to palpate is 26-32 days then after that the uterus fills with more fluid and makes it too hard to feel them.
You should be able to feel pups about 1-2 weeks before she is due,bones start to calcify and then you can feel butts and heads and ribs.
I would get another vet if it was me! My vet would never say that unless he thought they actually werre and we had some symptoms to go along with it.
