Have you tried wrapping him in a towel like a MUMMY ? I have to do that ...then you take One squirmy foot out at a time and TALK TO HIM while you do it. Tell him to STAY and do it as fast as you can. If you can only get one foot - do the next at a later time
the nails are softer after a bath also - sometimes it's good to do them after a bath cause they're already so traumatized they just give up
