We had Spike neutered young and he has never lifted his leg. I didn't get Sugar until he was 17 months and he lifted and marked like crazy. After neutering he quit marking and started squatting to potty about half the time. He's so little and lifts his leg so high I think it's adorable though. He is still able to use potty pads because I put them in a doggy litter box. My mom had her little boy neutered young and he lifts his leg to potty.
