I do believe all dogs that are shipped by air require a USDA form of some kind, but that doesn't mean the breeder is USDA licensed. But if your breeder is USDA licensed, there is probably somewhere to report them. I'm not sure where, but Ladymom usually knows how to report breeders. I would PM her and ask
