It's free and easy! You may use Paypal for 99% of the shops, and I have yet to find one that didn't take it.

It's the same as signing up for most websites.
Choose a good username though! If you decide to become a seller later, it will also become your shop name!! It cannot be changed later without losing your feedback score.
