I can't find my camera right now. I don't think it is breaking off. The longer stuff is shiny and doesn't seem brittle. His long hair is only like 2-2 1/2 inches long and wear it is shorter it is like 1/2 inch. The base of his neck is short. The hair on his legs is short except down the back like fringe. His tummy and a little up the sides is short. The base of his ears is short and his back in mostly longer hair with short places here and there. He looks scruffy. He has no itching, and is healthy playful. But if no one else's pup went through a scruffy stage then I need to start looking into what can cause a weird coat.
