Jeter did this too when I first got him, his vet checked him out and said he did not see fleas , he suggested that we change his food that sis not have wheat in it and change his shampoo and only bath him every other week. I went with Chicken Soup for the Puppy lover's soul, and also added canned Merrick Puppy plate to it. I also changed his puppy shampoo to one that had oatmeal in it and I stopped bathing him 2 times a week to every other week, Well this seemed to do the trick for us almost overnight he stopped biting his hair on his legs.
