With the clamp and twist, I've never had a tail bleed. You have to keep that clamp on there after the tail is off for about 15 seconds. If you take it off too soon, it can start bleeding.
I also clamp dewclaws. The only time I have them bleed is if there is a piece of the bone left down in there and I have to pull it out. Then, I either use silver nitrate sticks or a dab of flour. Yes... flour.
