Siamese cats are so funny this way. Ours loved playing with a rolled up candy bar wrapper....would actually fetch (just like a dog) the wrapper when my husband would play with him.
With Toby, I would think a little toilet tissue wouldn't hurt too much, but I wouldn't let him have the Q-tips unsupervised. If you are sitting right there and watching him play with the Q-tip it would most likely be okay, as long as you throw them away afterwards. I would worry about him swallowing one.
