You might try a very quick sear in a hot pan..just a second on each side...so it doesn't cook but will bring out the smell. Or try sprinkling a small amount of cheese on it. Kibble is sprayed with oils to give it a smell that entices dogs to eat...raw doesn't have that so some dogs won't recognize it as food at first.
