My suggestion is this: Next time she comes in heat, starting about the 7th or 8 day of her heat cycle, start scratching her around the base of her tail and see if she flags for you. In the beginning she might flag a little, when she is ready she should flag her tail really hard left or hard right. When she is flagging for you, then put her with the male and if she tucks her tail then that tells me she is just scared of the male. The only other suggestion is for you to take her to the vet and let him do a smear to see if he can tell what is going on.
