I didn't know that - I do know people who have outside dogs - but they have freedom and aren't tied up - unlike one of my long ago neighbors - his poor rott was so lonely and barked non stop...I know it was from lack of attention - plus it gets HOT in Houston - I'd report those people if I was around that again ...This was years ago but I never forgot him
