Above are the rules regarding age requirement for the sire and dam.
Now, my sister-in-law had a 6 month old male poodle that impregnated a female and she had puppies. My SIL was able to prove it and she was able to register the litter. That was many years ago.
Once about 5 years ago I used a male that was about 10 months old and he sired a litter with no problem. My recommendation today is to wait until the male is at least a year old or older. Much of the age depends on the male. Some males become sexually mature earlier than others. Sometimes they may be able to tie the female but they might not have active sperm yet.
