He might not know that is what the pad is for. Next time you find a puddle use the pad to soak up the pee and show him the pad where you place him and tell him "Logan Potty Here", then follow up with a good boy. That is how I showed Zoey where she was expected to go. The added that his urine scent will be on it also helps. They tend to take two steps forward and then one backwards...it will come.
