you didn't mention how old your baby is....puppies are going to mess up...(sorry for the pun)....try putting him in a place where there is only his "pee pad" for a while...then gradually increase the space till he gets the idea....don't punish him unless you "catch him in the act" dogs live "in the moment"...then just say no loudly and move on ....when you are cleaning the area make sure you use something that neutralized dog urine....your house can smell wonderful to you and I...but he smells it!
